Caribbean Responses to the COVID-19 Pandemic: Towards Policy Transformations?

Caribbean islands have been facing particular difficulties following the advent of the Covid-19 pandemic. These difficulties have been exacerbated by the climate crisis, with increased frequency and intensity of hurricanes, heavy rains, floods, droughts, and even non-climate crisis-related events, such as volcanic eruptions and earthquakes. Moreover, the economies of most Caribbeancountries are heavily concentrated in tourism, making them particularly vulnerable to the restrictive measures put in place by the pandemic, such as border closures.

DAWN’s Policy Transformations Project analysed government responses and relief measures during the pandemic and their impact on each country’s population. Some measures were inadequate and reinforced social inequalities in many countries. In other cases, policy responses hold some transformative potential.

Join DAWN and the Institute for Gender and Development Studies at the University of the West Indies in Barbados (IGDS) in a conversation on the policy direction and political responses during the pandemic. We will present case studies on policy changes and responses to the pandemic from three Caribbean countries: Barbados, Jamaica and Trinidad & Tobago. Bring your questions and comments as we discuss how they gave rise to opportunities for changing course and building more resilient and just social protection systems.
